Ian Kirby, CEO

Detective Superintendent Ian Kirby is CEO of the National Cyber Resilience Centre Group (NCRCG).

Prior to taking up his position as CEO in October 2023, Ian spent five years at the Eastern Region Special Operations Unit, where he became Head of Cybercrime, Technical Surveillance and Development. In this role, Ian gained extensive experience as a Senior Investigating Officer, leading specialist teams in the investigation and mitigation of serious and complex cybercrime cases across the seven East of England counties.

Ian began his career in 1990 as a police officer in the Royal Air Force. In 2000, he joined Hertfordshire Constabulary, where he worked in operational policing as well as in serious and organised crime for over two decades. He also trained and served as a Hostage and Crisis Negotiator.

Tijs Broeke, Chair

Tijs is a senior communications and government relations advisor to global brands and UK-based organisations. He has experience campaigning on issues ranging from tech, transport infrastructure and security to skills, education and equal opportunities.

Tijs is a Vice Chair of the Policy and Resources Committee at the City of London Corporation and Chair of the Police Authority Board.  Tijs dedicates his time volunteering to support culture and the arts as former governor at the Museum of London and current deputy chair of the Barbican Centre Board, as well as education, having been a local school governor and now chair of the City of London’s Academies Trust – covering 10 schools supporting over 7,400 students across London.

Having previously volunteered as a Special Constable in Central London, and until recently as a trustee for Working Chance – a charity helping women ex-offenders into jobs, Tijs currently serves as deputy chair of the City of London’s Police Authority Board.

Tijs works in the tech sector as government relations lead for HP Inc. Having worked for the Equality and Human Rights Commission, and its predecessor the Equal Opportunities Commission, he is passionate about social mobility and promoting diversity and inclusion.

Andrew Gould, Director

Andrew Gould is a Non-Executive Director of the National Cyber Resilience Centre Group (NCRCG).

Alongside his duties at NCRCG, Andrew also works as a Detective Chief Superintendent City of London police officer and is the National Cybercrime Programme Lead for National Police Chiefs’ Council. He is responsible for developing the police response to cybercrime at the national, regional and local level. This includes overseeing the operational activity of Regional and Force Cybercrime Units and supporting the response to major national cyber incidents. He is also responsible for developing cybercrime units in every force in England & Wales and tackling criminality on the Dark Web. He is also a Global Cybercrime Expert for Interpol.

Prior to this, he ran the Met Police’s Cybercrime Unit, having previously worked in Counter Terrorism leading investigations and operations in the UK and abroad.

Chris Bell, Director

Chris Bell is a Non-Executive Director at the National Cyber Resilience Centre Group (NCRCG), overseeing board governance and upholding a standard of excellence.

Chris joined the City of London Police in December 2020 as its first Service Delivery Director. He oversees the delivery of the services within the context of the National Fraud and Cyber Crime Reporting and Analytics Service, working closely with the force executive and heads of operation. His day to day responsibilities also include the contract and commercial management of the service, and all aspects of its supply chain.

Chris was recognised for his work in the transformation of City Procurement, when he was named as the Chartered Institute of Procurement and Supply (CIPS) Management Professional of the Year 2016. Chris joined the City of London Police in December 2020 as its first Service Delivery Director, moving from his role of Commercial Director at the City of London corporation.

Peter O'Doherty, Director

Prior to joining the City of London Police (CoLP) in January 2022 as Assistant Commissioner, Pete was Assistant Chief Constable at Thames Valley Police (TVP) where he was the South East Regional Lead for Counter Terrorism, and Serious and Organised Crime. Pete performed this role since July 2019 after graduating from the Strategic Command Course in March 2019. In this role Pete worked to the Chief Officer Management Boards across Thames Valley, Hampshire, Surrey, Sussex and Kent.

After graduating from the University of Nottingham with a degree in Mathematics and Computer Science, Pete started his career with the CoLP where he spent a number of years at different ranks as a detective working across volume, major and specialist crime. Pete went on to specialise in cyber and economic crime, and was later in his service seconded into the Metropolitan Police Service as the Head of Uniformed Operations at the London Borough of Newham.

In 2017 Pete returned to the CoLP as Detective Chief Superintendent, Head of Crime and Counter Terrorism, and then went on to lead the CoLP’s Economic Crime Directorate that acts as the national lead force for fraud on behalf of UK policing. Throughout his career Pete has worked extensively across government and across sectors to significantly improve the local, regional and national response to cyber and economic crime. In 2018 Pete won the International Association of Chiefs of Police prestigious “40 under 40” award for his work in this field.

Pete is also an experienced Gold Public Order Commander and Strategic Firearms Commander with multi-force experience, previously a Hostage and Crises Negotiator, and currently the national policing lead for Special Branch reform, Intellectual Property Crime, and Controlled Drugs Liaison Officers.
